The overall goal of the fund is to support governance in Malawi that is increasingly inclusive, accountable and responsive to citizens. Tilitonse was designed with the underlying principle that increased levels of citizen voice, action, and interaction with government, private sector and others, can create increased responsiveness in duty bearers and power holders in and outside government and lead to greater social inclusion, increased accountability and improved delivery of basic services.

Tilitonse aims to deliver the following four outputs: Capacity of CSOs to enable citizens, particularly poor and excluded groups, to claim their rights increased.

Project Information

Access to information on rights, entitlements and responsibilities increased particularly for poor and excluded citizens. Monitoring by Malawian organizations of policy and budget commitments, service delivery and public resource management strengthened.

The engagement of Malawian organizations in influencing policies, strategies and resource allocations at local and national levels improved. In the process, Tilitonse has also been learning from implementation and realized that whereas there has always been a good response to these initiatives from a wide range of organisations in Malawi, a significant number of community-based organisations CBOs have often failed to qualify.

This is because they have often not met the application requirements. Tilitonse recognizes the high potential for delivering on its outcomes and impacts through these CBOs. Among other features, it should be recognized that CBOs are mostly membership-based hence they experience the problems themselvesdemonstrate a high volunteering spirit, and deliver results within their well rooted constituency bases; and hence potentially very effective agents of citizen voice and accountability.
